Sectoral Structure & National Income
🟢 Lite — Quick Review (1h–1d)
Rapid summary for last-minute revision before your exam. Indian Economy and Social Development is one of the highest-scoring GS Paper II sections in UPPSC RO/ARO, regularly contributing 8–12 objective questions. The bedrock identity is GDP = C + I + G + (X − M), expanded from GNP by adding Net Factor Income from Abroad (NFIA). NNP at Market Price is the true National Income figure after subtracting depreciation. For poverty and inequality, remember the Tendulkar line (₹32/day rural, ₹33/day urban, 2009–10 base) and the Multidimensional Poverty Index (MPI) that India now uses for SDG tracking. Two high-yield traps: confusing Fiscal Deficit with Revenue Deficit, and assuming Current Account Deficit equals Trade Deficit (it doesn’t — invisibles matter).

Sectoral Structure & National Income
The Indian economy is a mixed economy where the primary sector (agriculture, ~17–18% of GVA), secondary sector (industry, ~25–27%) and tertiary sector (services, ~50%) coexist with active public and private participation. National income identities cascade downward:
- GNP = GDP + NFIA
- NDP = GDP − Depreciation
- NNP at MP = GNP − Depreciation ← the operative National Income
Per Capita Income = National Income / Mid-year Population is the headline welfare number published by the Central Statistics Office (now NSO, MoSPI).
Planning Regime
Five Year Plans steered India from 1951 to 2017. The NITI Aayog (replacing the Planning Commission in January 2015) is an advisory body — it does not allocate funds. Note the shift: plans had binding targets; NITI Aayog issues vision documents and indices (like the State Health Index).
1991 Reforms (LPG)
Triggered by a BoP crisis when forex reserves fell to barely two weeks of imports. Finance Minister Manmohan Singh under PM Narasimha Rao executed Liberalisation (dismantling the licence-permit raj), Privatisation (disinvestment of PSUs), and Globalisation (FDI openness). Key milestones: devaluation of the rupee, abolition of the Controller of Capital Issues, and entry of private capital in sectors reserved for the public sector.
Poverty, Unemployment & Inflation
- Tendulkar Committee (2009–10): poverty line of ₹32/day rural, ₹33/day urban.
- Rangarajan Committee (2014): revised to ₹47/day rural, ₹67/day urban.
- MPI captures deprivations in health, education, and living standards.
- Inflation is measured by CPI (consumer) and WPI (wholesale); RBI targets CPI at 4% (±2%).
- Multiplier k = 1/(1 − MPC) — a rise in investment of ₹100 with MPC = 0.8 generates ₹500 in income.
Fiscal & External Sectors
- Fiscal Deficit = Total Expenditure − Total Receipts (excluding borrowings). The FRBM Act, 2003 mandates its reduction.
- Current Account = Trade Balance + Net Invisibles. A CAD above 3% of GDP is a red flag.
- India’s BoP comprises the Current Account, Capital Account and Errors & Omissions.
Exam Patterns
Expect 6–10 MCQs combining conceptual traps with current data: latest GDP growth rate, repo rate, fiscal deficit %, forex reserves, HDI rank, and scheme-based questions on MGNREGA, PM-KISAN, Jan Dhan, Atmanirbhar Bharat, Startup India.

Edge Cases & Conceptual Traps
A surprising number of candidates confuse GNP at Factor Cost (now called NDP at FC) with NNP at Market Prices. They differ by Net Indirect Taxes (NIT): NNP at MP = NNP at FC + NIT. UPSSSC and UPPSC routinely test this distinction. Similarly, Real GDP strips out price effects via the GDP Deflator = (Nominal GDP / Real GDP) × 100, while CPI is what households actually experience.
Monetary Policy Architecture
The RBI’s Monetary Policy Committee (MPC) sets the Repo Rate (the rate at which RBI lends short-term funds to banks). Other operative rates: Reverse Repo, Bank Rate, Marginal Standing Facility (MSF). Recent innovations include the Standing Deposit Facility (SDF) introduced in April 2022 as a new floor rate. The Liquidity Adjustment Facility (LAF) is the operating window.
Social Sector Schemes — Mapping the 21st Century
- MGNREGA 2005: 100 days of guaranteed wage employment per rural household.
- PM-KISAN: ₹6,000/year in three instalments to landholding farmer families.
- PMJDY (Jan Dhan Yojana): zero-balance accounts with RuPay cards and overdraft up to ₹10,000.
- PMJJBY, PMSBY, APY: insurance and pension trilogy.
- Atal Innovation Mission, Skill India, Startup India — innovation stack.
- Beti Bachao Beti Padhao for sex ratio, POSHAN Abhiyaan for malnutrition, Ayushman Bharat (PMJAY) for ₹5 lakh health cover.
Connections to Adjacent Topics
- Demographic Dividend: India’s median age is ~28; converts to demographic burden if skill and health investments lag.
- Green Revolution (1966–67) raised wheat yields via HYV seeds; White Revolution (Operation Flood, 1970–96) made India the world’s largest milk producer.
- Inclusive Growth sits at the intersection of the Gini Coefficient (0 = perfect equality, 1 = perfect inequality) and HDI = ⅓ (Life Expectancy Index + Education Index + Income Index).
- MSP is announced for 22-23 crops based on the Swaminathan formula (C2 + 50%), though procurement remains largely for wheat and paddy.
Common Mistakes
- Treating NITI Aayog as a successor that allocates plan funds — it does not; Finance Ministry and line ministries do.
- Equating Privatisation with Liberalisation — they are distinct pillars.
- Assuming Current Account Deficit = Trade Deficit — invisibles (services, remittances) can offset goods deficit.
Practice Prompts
- Numerical: If MPC = 0.75 and investment rises by ₹200 crore, compute the change in national income and explain the multiplier process.
- Conceptual: Distinguish among Fiscal Deficit, Revenue Deficit, and Primary Deficit. Why does the FRBM framework now use a debt-to-GDP glide path rather than a single fiscal deficit number?
